POSITION SUMMARY
The Intensive Clinical Services Manager is responsible for supporting the Director of Intensive Outpatient Services in the oversight and delivery of therapeutic services for youth in the Partial Hospitalization Program (PHP) and Intensive Outpatient Program (IOP). This role ensures that services are high quality, culturally humble, trauma-informed, and in compliance with regulatory requirements.
The manager provides direct supervision to assigned therapists, support staff, and trainees. They support quality assurance, promote productivity, manage day-to-day operations of the PHP & IOP teams, and model effective clinical interventions. The role includes responsibilities in clinical supervision, operational leadership, and direct client care.
ESSENTIAL DUTIES AND RESPONSIBILITIES
Provide clinical supervision to therapists and trainees, ensuring services align with education, training, licensure, and best practices.
Coordinate and oversee PHP and IOP activities, including scheduling, setting priorities, and managing workflow for the team.
Provide direct clinical care as needed, including conducting intakes, leading therapy groups and modeling effective interventions for staff.
Ensure effective crisis prevention and intervention within the clinical milieu.
Conduct regular supervision (individual, triadic, live, and group) and provide consistent feedback and evaluation.
Participate in hiring, training, coaching, and evaluating performance of clinical staff.
Support adherence to quality assurance standards and productivity benchmarks.
Clinical Oversight & Case Management:
Assist in the onboarding of new Clinician’s, psychiatrists, including training on program policies, documentation requirements, and expectations for clinical practice and electronic medical record.
May maintain a caseload of clients and provide case management and psychotherapy services, including individual, family, and group therapy.
Collaboration & Communication:
Foster strong communication and collaboration between clinical and milieu staff, promoting a cohesive and coordinated approach to client care.
Provide recommendations for behavioral and emotional support to staff and participate in multidisciplinary team meetings to ensure that client needs are being met.
Assist with staff trainings, revising clinical onboarding manual, youth/parent handbooks.
Crisis Intervention & Support:
Address immediate emotional and behavioral concerns by providing de-escalation and safety planning interventions.
Support staff in managing crises and maintaining safety in a therapeutic environment.
Compliance & Documentation:
Ensure clinical documentation is timely, accurate, and compliant with Center policies, state regulations, and licensing requirements (including Medical and Joint Commission).
Maintain progress notes and treatment plans in accordance with established documentation standards.
Assisting with any audits
Professional Development & Continuous Learning:
Stay current on best practices in IOP & PHP, trauma-informed care, and evidence-based therapeutic interventions.
Participate in ongoing professional development activities and engage in regular training to maintain required licensure and certifications.
Support clinical staff in their professional growth through regular feedback, mentorship, and coaching.
Ensure that all safety protocols are followed and immediately report any unsafe conditions or incidents to the appropriate supervisor.
Contribute to overall program development and improvement initiatives, ensuring the program meets the highest standards of care and compliance.

Restraint and Safety Training Requirements:
Apply Safe and Positive Approaches (SPA) restraint techniques, which may involve:
Lifting or holding a child in standing, sitting, or ground-level positions.
Separating clients who are acting in an unsafe manner to ensure the safety of both clients and staff.
Prolonged standing, bending, and transitioning youth from a standing to a seated position.
Must pass a two-day SPA training that focuses on safely initiating a physical hold with youth presenting as a danger to themselves or others.
It is recommended that staff be able to support up to 50 pounds.
Behavioral and Emotional Challenges:
Due to the emotional instability of the clients, the employee may be subjected to physical aggression, including but not limited to:
Kicking, hitting, punching, biting, and hair pulling.
Vision Requirements:
Specific vision abilities include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus.
Pandemic Conditions:
Must be able to perform job duties during a pandemic (e.g., COVID-19).

While performing the duties of this job, the employee is frequently exposed to outside weather conditions. The noise level in the work environment is usually moderate. QUALIFICATIONS
Master’s degree in Social Work, Doctorate in Psychology, Counseling, or related mental health field.
Active California licensure as LCSW, LMFT, LPCC, or Psychologist.
At least two years working with youth and families
Strong knowledge of trauma-informed care, culturally responsive practices, and evidence-based treatments.
Proficiency in documentation standards for Medi-Cal, insurance, and accreditation bodies.
PREFERRED QUALIFICATIONS
Demonstrated experience in providing clinical training and leadership
Experience with clients experiencing suicidal ideation, treatment interventions and protocols for suicide prevention.
Care coordination experience and knowledge of San Diego County resources
Experience with DBT and CBT curriculum
Experience with running group therapies/classroom style setting, being able to set and hold appropriate boundaries with a group
Inpatient or high level of care experience e.g. working within a multidisciplinary team, including psychiatry and PCPs
Experience working in collaboration with San Diego County, Regional Centers, School Districts, private insurance funding sources, and other agencies
Experience with county documentation, i.e. SmartCare
Experience treating clients with complex needs e.g. co-occurring substance use, disordered eating
Minimum 2 years of post-licensure clinical experience with youth in high-acuity settings (e.g., PHP, IOP, STRTP).
