Description of Duties:

The QA/Test Lead is responsible for developing and managing comprehensive test strategies for functional, integration, regression, performance, and UAT phases of the Eligibility System. This role leads a team of QA Analysts, ensuring alignment with project goals through effective mentoring, coordination, and enforcement of best practices. The individual collaborates closely with cross-functional teams to ensure thorough test coverage and traceability to business and technical requirements. Additional responsibilities include overseeing defect management, test automation, performance testing, and ensuring compliance with relevant federal and state regulations. Experience with large-scale eligibility systems and strong leadership in Agile and Waterfall environments are essential.

Key Responsibilities:

  • Develop and manage comprehensive test plans for functional, integration, regression, performance, and user acceptance testing (UAT) for the Eligibility System.
  • Lead and mentor a team of QA/Test Analysts, coordinating workloads and fostering best practices.
  • Collaborate with business analysts, developers, and project managers to understand requirements and ensure test coverage.
  • Ensure traceability of test cases to business and technical requirements.
  • Establish testing metrics and reporting to provide visibility into testing progress, defect trends, and system readiness.
  • Manage defect tracking processes, including prioritization, assignment, and resolution validation.
  • Oversee use of automated testing tools (e.g., Selenium) and performance testing tools (e.g., JMeter).
  • Ensure compliance with applicable federal and state regulations related to eligibility systems and data privacy

Required Skills:

  • 5+ years of experience in software testing, with at least 2 years in a managerial or lead role.
  • Experience testing large-scale eligibility or enrollment systems (e.g., Medicaid, SNAP, TANF).
  • Strong knowledge of SDLC, STLC, and QA methodologies in Agile and Waterfall environments.
  • Proficiency in test management tools (e.g., Jira, Confluence, HP ALM,).
  • Excellent leadership, communication, and stakeholder engagement skills.
  • Strong familiarity with defect tracking tools and testing documentation.
  • Proven experience in analyzing system lifecycles, including case/claim lifecycles and data conversion.

Desired Skills and Experience:

  • Experience working in government or public sector IT projects, preferred.
  • Experience with DevOps and CI/CD tools (e.g., Jenkins, Azure DevOps), preferred.
  • Familiarity with accessibility, UI/UX, and security testing, preferred.
  • Able to perform more varied and difficult tasks.
  • Able to work in a collaborative team environment to obtain the best results.

Working Schedule and Travel:

Remote/Hybrid: work options available based on Project Needs.

  • 8 am to 5 pm HST

Travel Required: Occasional travel to client or data center locations.

Education:

Bachelor’s degree in Computer Science, Information Systems, or related field or equivalent experience.
