Forefront’s Government Division is looking for an enthusiastic leader to join our team.

We have an exciting opportunity for an experienced and technically adept Operations Development Manager to support business development efforts focused on federal government contracts in the areas of facilities services, operations and maintenance, and healthcare environmental cleaning services. Candidate should have operations experience with federal facilities services contracts and be located in Austin, TX, or have the ability to work remotely.

The Operations Development Manager plays a critical part in shaping and articulating innovative, cost-effective, and complaint technical solutions in response to RFPs, RFIs, and other federal procurement solicitations. They will be a subject matter expert (SME) and collaborate cross-functionally with proposal managers, pricing estimators, and operations teams to develop compelling, tailored solutions that align with customer goals and contractual requirements. 

Qualifications



The ideal candidate must have excellent interpersonal skills, be able to work well with all levels of the organization, be detail-oriented, and proficient in Microsoft Word and Excel. Experience with federal facilities services contract operations is required.

The duties include, but are not limited to the following:

Support capture efforts by developing and executing capture plans to secure new business opportunities.

Shape, strategize, and plan opportunities by engaging early with potential clients to align their requirements with Forefront’s capabilities. Conduct competitive analysis, identify win themes, and develop strategies to differentiate Forefront’s offerings.

 

Design and develop technical solutions for federal RFPs in facilities-related services (e.g., base operations, janitorial, preventive maintenance, custodial services, healthcare environmental services).

Translate customer requirements into practical and innovative service delivery models.

Draft and review technical proposal content, including staffing plans, management approaches, technical narratives, and service delivery models.

Leverage industry best practices and compliance standards (e.g., OSHA, EPA, Joint Commission for healthcare) in solution design.

Participate in color team reviews (Pink, Red, Gold) to ensure technical accuracy and alignment with win themes.

Contribute to compliance matrices, technical volumes, and responses to evaluation criteria.

Monitor market trends, competitor solutions, and emerging technologies in facilities services.

Coordinate with operational leaders and SMEs to validate proposed technical approaches.

Interface with cost/pricing teams to ensure technical and pricing alignment.

Support or lead oral presentations and customer solution walk-throughs.

Attend industry functions and conferences to promote Forefront business opportunities and develop customer relationships

Attend site visits and pre-proposal conferences when needed

Participate in Phase-In for awarded contracts if needed

Independently manage a challenging workload when faced with unexpected changes in priorities and deadlines
