Job Description and Duties

Under direction of the Chief Hydroelectric Plant Operator, the Senior Hydroelectric Plant Operator will monitor, direct, and coordinate with the dispatchers, local maintenance forces, and Project Operation Control Center the overall operations of Delta Field Division.

Special Requirements

Ability to open/close tight valves; operate/move rack in breakers; ascend/descend stairs; open stuck valves; and move breakers into cubicles.  Have the mobility and stamina to climb ladders and stairs and on to large open valves.  Ability to move a minimum of 50 lbs.; open/close tight valves with approximately 50 lbs. torque; switch and turn valves in an emergency.  Must possess normal or corrected hearing and vision, identify color correctly, and possess a good sense of smell.  Be able to enter/exit confined spaces through small openings such as manholes.  Must have stamina and ability to sit at a desk and/or computer for extended periods of time; and able to operate computers.

Required to attend the Division's OP-2 class and be certified as a worker and/or switch person in compliance with State Water Project regulations.  Incumbent will be required to work rotating shifts with varying days off and to work overtime.

This is a sensitive position and is subject to substance abuse testing set forth in California Department of Human Resources (Cal-HR) Regulations 599.960-599.966.

Must possess a valid California Driver's License to travel from plant to plant and within the State Water Project.  Driving a vehicle on public roadways will be required. 

Employee is required to successfully complete all safety training related to the functions of the job.

Under the provisions of the North American Electric Reliability Corporation (NERC) Critical Infrastructure Protection Standard CIP-004 as part of the Energy Policy of 2005, this position has authorized cyber access to or unescorted physical access around critical cyber assets and is subject to a satisfactory background check prior to appointment and every seven years thereafter.

This position is not eligible for telework.

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

  • Experience directing operators with daily duties & assignments.
  • Experience directing and performing high voltage switching (NFPA 70E or equivalent).
  • Experience monitoring and operating digital process control systems such as SCADA.
  • Experience ensuring proper execution of clearances (OSHA 1910, Cal OSHA Tittle 8, or equivalent).
  • Experience monitoring maintenance of main units and/or operating equipment.
  • Knowledge of Standing Operating Procedures (SOP).
  • Knowledge of Operating Safety Procedures.
  • Experience overseeing inspections of semi-attended plants & reservoirs facilities.
  • Experience providing informal training on procedures.
  • Experience with safety meetings, safety audits, pre-work safety plans & Job Hazard/Safety Analysis.
  • Experience preparing time and/or program reports.
  • Experience in project planning and scheduling.
  • Experience placing requisitions and work orders.
  • Experience implementing general policy & procedural directives.
